Locations v2.22 & Keep us Updated

Things have been quite quiet around Mint Town lately. Till however, is still hard at work updating his Pepper. This time, Locations to v2.22.
This Pepper tracks the geographical locations, based on IP addresses. Locations uses its own binary database for very fast searching.
This release sees:
- Added PHP version warning to
onDisplay() - Fixed PHP version check in
isCompatible() - Unknown countries are now displayed
