Locations v2.23

Till has updated his Locations Pepper to v2.23.
This Pepper tracks the geographical locations, based on IP addresses. Locations uses its own binary database for very fast searching.
This version has the following updates:
- Integrated the preferences into the class file
- Changes internal structure for Secret Crush compatibility
- Removed PHP version requirement
Till is still working on some database updates for Locations so expect those soon!
