Locations v2.24

Till has updated Locations to v2.24 which now requires Mint v2.06!
This Pepper tracks the geographical locations, based on IP addresses. Locations uses its own binary database for very fast searching.
Till says “I’m trusting Shaun’s “acceptsCookies”, so Mint 2.06 is required.”
- Fixed bug that undefined countries are recorded.
